Although the global financial crisis that affected EU member states in 2008 might have been perceived not to have affected continental Europe deeply, it appears as of April 2013 that the scale of the Euro crisis and its effect on EU member countries is quite large indeed.  It would not be wrong to say that EU member states have been caught off guard by the crisis.
