The world has undergone a process of rapid transformation which started in the late 20th century. Within this atmosphere, the Cold War ended and the phenomenon of globalization has profoundly affected societies, companies, countries, and the international system. As a result of the changing balance of power, the foundation for a new world order has been laid.
Today, states’ successes are determined by their ability to adapt to these changing dynamics and utilize them to realize their national goals. Successful states are those that develop rapidly and then benefit from the wealth and prosperity of the world at the highest level; whereas underdeveloped states are becoming marginalized and crushed under their worsening and increasingly complicated problems. Therefore, it is very important to ascertain correct policies that are in line with the rapidly changing conditions of the world and to determine the principles required to apply these policies successfully.
Strategic research centers have been founded in developed countries to guide the process of transformation and to develop policies that anticipate these rapidly changing global dynamics. These centers not only create alternative policies but also educate its staff who can make and apply these policies. Developing countries generally use the research and foresight created by developed countries. This situation makes the developing states passive actors in the policies determined by the developed countries, depriving them of the ability to take the initiatives that guide their own transformation.
When analyzing Turkish history, one can see that there have been well-educated wise men behind the victories of the past. However, it is becoming increasingly difficult for a few wise men, or intellectuals, to fully grasp all of today’s global events in a timely and comprehensive way that enables them to suggest alternative policies, because of the multi-dimensional and complex character of global issues.
Therefore, in order to follow developments closely, to make realistic predictions for the future, and to devise accurate policies, it is necessary to gather multidisciplinary scholars of different views, supported by a bevy of young and dynamic researchers in a flexible and proactive organization that contributes to the global dialogue.
